We are currently recruiting for a Construction and Commissioning Manager on a rotational basis located at our PSN KazStroy office in Atyrau. The successful candidate will be accountable to the Contract Manager for the Construction / Commissioning Management of the Flash Gas Compressor (FGC) Replacement Project, working from Atyrau in Kazakhstan.

Detailed Description


Basic Functions:

This position is responsible for the Construction / Commissioning management of the replacement of 3 FGC offshore and 4 FGC onshore, during FEED and Detailed Design with a TIC of circa $20M, (not including cost of compressors). The work will include for the removal and replacement of Compressors.

• Pre-works includes deck strengthening, temporary lifting frames, additional supports etc.

• Removal of Compressor, including associated pipework, Instrument etc. will start immediately after pre-construction activities are complete, deck strengthening etc.

• Installation of new compressors including reconnection of associated pipework, Instrument etc

• Compressors are to be fully tested and commissioned

• Arrival of new Compressor assumed to be April 2016

Key role for the FGC Replacement Project:

To report directly to Contract Manager with regard the Flash Gas Compressor (FGC) Replacement.

• Effective Management of Site Construction HSE activities associated with the project.

• Knowledge of and application of PSNK Core Values and Client Safety 12 Golden Rules

• To ensure effective and efficient preparation and onshore & offshore implementation for the FGC replacement

• Maintain active coordination and communication between project teams, fabrication contractors and client.

• To liaise and manage offshore construction interfaces, including commissioning

• Manage multi-discipline teams for Construction, Pre-Commissioning & Commissioning activities (Commissioning to be carried out to Client defined Standards)

Principal Responsibilities for the FGC Replacement Project:

• Safety leadership by personal example including site & offshore visits etc

• Management of the construction, implementation, pre-commissioning and commissioning teams

• Management of the interfaces between implementation group and other disciplines, particularly engineering and fabrication contractors

• Progress, cost and schedule reporting for construction phases of the work

• Liaison With NCPOC Construction Commissioning Manager

• Liaison with HR / Recruitment to establish and maintain a high grade Construction teams

• Liaison with Site Management and Operations Teams

• Liaison with key vendors and service providers

• Effective preparation for, and completion of, FGC work scopes

• Maintenance of project change management processes / records

• Accountable for the FGC contract construction effort and pre-commissioning strategy; including safety, planning, cost and delivery of all field works on the Contract

• Accountable for supervising, organising and co-ordinating office, onshore and offshore construction and pre-commissioning activities to provide adequate support for the FGC Replacement, in accordance with the Contract.

• Responsible for ensuring full construction integration to project delivery by encouraging regular engineering, procurement and construction interface meetings

• Ensure work pack and material delivery aligns with construction mobilisation

• Provide construction expertise during FEED, Detail Design, in the form of constructability reviews, scope minimisation and ensuring safest and most efficient construction methods adopted

• Actively engages with the organisation to ensure seamless delivery:

o Onshore FGCs

o Offshore FGCs

• Engages with Project Engineering Manager and team to ensure correct level and sequence of Work breakdown Structure adopted at project kick off.

• Adhere to and promote WGPSN policies and procedures to Construction teams at all times

• Experience in construction & commissioning management / supervision and general project engineering in oil and gas industry.

• Proven experience in the management of office, onshore and offshore site construction and commissioning teams

• Proven experience in Brownfield modifications

• Demonstrable experience in similar role or Senior position within a management team

• Delivery focused with proven experience in achieving project goals whilst maintaining high standards in HSEQ at all times

• Extensive knowledge of managing major construction activities.

• Experienced in the production of detailed procedures / documents / reports

• Experienced in the management of personnel and all aspects of team working

• Extensive knowledge of O&G related HSEQ safe working practices / procedures

• Conversant with HR practices / processes

• Degree or similar higher education qualification in Engineering preferred
